Camp David was the historic agreement between Egyptians and Israelis, but in many ways, the accord signed today in Wye Mills, Md. was far tougher. At Camp David, both sides wanted to agree, but didn’t know how. Without President Carter, it couldn’t have been done. At Wye Mills, Md., Israel was not sure it wanted to agree.
